Push Cars to move Airplanes

How can the push cars operate in a new Airport, I put them in the scenery of the new airport but when I push shift+p does not move; the plane moves but not the pushtug

Vehicles placed as scenery are only static objects. To get moving vehicles, either fuel tanks or push, you must create an airport layout. The tugs will appear for any parking spot that indicated as a gate, from medium on up I think, although I don't remember for sure.

Well I do a layout of the airport with ADE and I put three gates in no one gates does the tugs appear, are the tugs autogenerated? As I make a polygon as the base of the airport that cancel autogeneration, because in the FX secenary in that particular location has trees and bushes.
